They can actually fly fast enough that they could alter the actual color of their constructs. there is a part in Ganthet’s Tale where Hal fires a beam and flys backwards fast enough to alter the beam color to yellow to break someones green construct.

On a planet with atmosphere the top speed shown has been roughly mach 10. In space they can reach about 80% of the speed of light. However, Lanterns that are capable to traverse a blackhole theoretically should be able to fly faster than the speed of light.

Not sure about the speed, but I have read issues of GL where Lanterns have flown across Sectors in minutes. As far as the constructs, whatever they think of and have the willpower to create, they can create from their ring.
